Updating input spec versions for release 0.86.0

Cleanup input_spec subdirectory, removed draft designation (refs #1652).

For tarballs that don't have a complete history, it seemed convenient
to put old spec versions in an archive directory.  I left v1.2.4 in
place but think this should be move to archive or removed for 0.85.1

Created new branch for Amanzi 0.85.x releases (refs #1652).

Update input spec documentation for release 0.84.

Created a branch for release 0.83 (just prior to new operators work).

Upgraded to Hypre 2.10.0b. Approved by David.

Commented out unused() since everybody copies the XML list.
It can be used for local analisys.

Removed one copy of XML in MPC.

Shouldn't have moved "this" INSTALL (refs #1370).

The files or pointers here need to tie into the doc/building_instructions,
and those files shouldn't duplicate information.  So some general cleanup
and simple pointers to a central location in doc is needed.

Added branch for FY14 internal beta, and R&D collaborator release.
