The kayobe-overcloud-upgrade-slurp-rocky9 job has been failing very frequently [1], mostly during post-upgrade bare metal testing. The Tenks VM usually fails to get an IP address via DHCP. Make job non-voting until we fix the issue. This is to avoid pulling the official Docker registry image. Docker Hub already has strict pull rate limits for unauthenticated users and will soon lower them further [1]. These jobs are always failing at the moment due to unsupported changes in the iproute package. Move them to the experimental queue to avoid wasting CI resources.
