Move "Check PR Title" CI step to its own workflow #7826

This check is currently a part of "precommit_checks" but

It's not a pre-commit check
It uses a different base action to do a different thing

I moved it to its own file so the pipeline failures will be more explicit about what was wrong.

This will also help with #7824
