Copy head to tags/RELEASE_10_EOL

Copy head@430140 to tags/RELEASE_9_EOL

Copy ports head to tags/RELEASE_8_EOL

Tag the ports free for pkg_install EOL

From now the ports only supports pkg(8) and stop supporting pkg_install

With hat:	portmgr
