Update more diagnostics shared by
@objcand@cdeclto correctly mention C over Objective-C when appropriate. Also introduce more general diagnostics about classes and protocols being unrepresentable in C.Diagnostics about uses of enums from C aren't updated yet. They will be part of the work on
@cdeclenums.
