Adding Oauth config options and beta tools

Changes

  • Adding configuration and options to enable Oauth to the server based on env vars as per the documentation
  • Adding a new categorization of tools between General Availability and Beta with the SYSDIG_MCP_ENABLE_BETA_TOOLS env var
