Add condition to check if measured power is in range #12

This would probably make even more sense in the generic measure_power cards (wherever they're defined) but this allows me to make a flow that uses a Telldus TZWP-102 plug to check if the TV is on before toggling power by checking the reported power consumption. (The TV doesn't support Power Off IR commands)

I cannot get my app validated without rewriting it. I dont understand the errors fully, but my biggest problem is I dont have much time to sit down fixing it.
My plan is to rewrite the settings. Doesn't seem to accept the way I have grouped my settings in drop downs? I am sorry, and thank you for your contribution. Hopefully I will have some free time in between christmas and new year.
