3PAR: Revert flag for Active/Active High Availability Support

The 3PAR backend supports Active/Active replication.
The 3PAR driver on host doesn't yet provide High Availability
Support.
As part of https://review.opendev.org/#/c/677945/,
flag for Active/Active was incorrectly added.
This needs to be reverted.
