IntelFsp2Pkg/Tools: Add FSP rebasing function into SplitFspBin tool

Enhanced the SplitFspBin tool in IntelFsp2Pkg to support:
  - Rebase FSP 2.0 components to a different base address
  - Display FSP 2.0 information header
